Just who is this Sohrabuddin Shaikh?

There are, really, three compelling issues that emerge from the drama of the past week. First, just who was this Sohrabuddin Shaikh and why are we being subjected to intimate photographs of him every evening on television? Second, are "police encounters", in Gujarat or elsewhere, necessary, evil or merely a necessary evil? Third, what impact, if any, will this have on the political fortunes of everybody's favourite bogeyman, Gujarat Chief Minister Narendra Modi?

To answer the first question, a bit of context is called for. In the late 1980s, well before Indian public discourse came to be dominated by me-too-Oprah Winfreys, Abdul Latif was the underworld king of Gujarat. Based in Ahmedabad, politically well networked, he made a fortune in the bootlegging industry.

Later, he became Dawood Ibrahim's business manager in the State and was one of the criminal dons to make what now seems to be the seamless transition from organised crime to terrorism. Latif was a suspect in the Mumbai blasts case of 1993; the RDX and other explosive devices for that operation landed, remember, on the Gujarat coast.

In November 1997, Latif was killed in an encounter with the Ahmedabad police. He was under arrest and had allegedly tried to escape while using the toilet. A Congress-backed Rashtriya Janata Party (RJP) Government was then running Gujarat. The Chief Minister was Mr Dilip Parikh but the power behind the throne was the RJP president, Mr Shankarsinh Vaghela. Today, of course, Mr Vaghela is a Congress MP and Union Minister for Textiles.

Whatever he may say now, 10 years ago, Mr Vaghela's supporters saw the elimination of Latif as an "achievement" and a sample of their leader's courage and resolve. The importance of Latif's departure from the State terror matrix was important enough for that redoubtable magazine, Frontline, to recall it in its April 29-May 12, 2000, issue. [.] Many of Latif's cohorts were put under watch. One of them was his driver, apparently responsible for, in one daring move, hiding a huge cache of weapons meant for terrorist groups. This was part of the consignment that had arrived before the Mumbai blasts of 1993. Latif was under surveillance so his driver had hidden the arms in a well in his (the driver's) native village near Ujjain.

The driver eventually faced over 50 cases, including some under the National Security Act. He was arrested, at various stages, by the Gujarat and the Madhya Pradesh police, but avoided conviction. When not facilitating terror networks, he was engaged in extortion rackets in Rajasthan, acting almost certainly on behalf of others. His principals, the police believe, may be linked to terror-funding groups.

The name of Latif's driver was Sohrabuddin Shaikh. In most countries, there would have been relief at his death - though a legal sentence would have been preferred. In India he has become the tragic hero of a news television soap opera.

NEW DELHI: The government admitted to the empowered group of ministers (EGoM) on food and prices that 61,000 tonnes of foodgrain had rotted in its granaries as it was kept with poor protection for too long. The EGoM headed by finance minister Pranab Mukherjee was ascertaining the status of overflowing stocks in Food Corporation of India godowns.

Sources said Haryana and Punjab were unable to protect or sell the 15.5 million tonnes of wheat lying in the open under tarpaulins.

While Punjab, which is seeing emergence of Adani as a private player in the grain storage business, admitted that 49,000 tonnnes of wheat had gone waste, the Union government warned that 1.36 lakh tonnes of wheat that it procured in 2008-09 and 27.38 lakh tonnes of wheat procured in 2009-10 had exceeded the one-year period grains can ideally be stored without rotting.

The government may be hard pressed to take care of the grain considering its attempts to release grains in the open market have failed with few bulk buyers showing interest and merely 0.27 lakh tonnes of grain being sold after April.

Introduction of the National Food Security Act is only going to compound the problems for the government. While UPA would find it hard to reduce the allocations (and therefore procurement and storage) of grains in southern states such as Tamil Nadu which have a strong historical record of picking up grains under both the APL and BPL quota, the Centre would have to procure yet more to supply the poorer states or districts. The storage situation is bound to only get worse as government increases its procurement for the additional allocations.

In the meeting on Monday, a proposal to increase allocation to the poorer states or districts in wake of overflowing granaries as a build-up to the Sonia Gandhi-led NAC's idea of universalisation of PDS in 150 districts was discarded. Instead, the EGoM decided to sell additional 3 million tonnes of grain to APL across the country.

Shahbuddin Yaqoob Quraishi was Tuesday appointed by President Pratibha Patil as the new Chief Election Commissioner, officials said.

Quraishi, who is currently working as one of the two election commissioners, will succeed Navin Chawla, who retires Thursday.

'The president is pleased to appoint the senior-most election commissioner as the Chief Election Commissioner,' said a statement issued here.

The 63-year-old Quraishi is a 1971 batch Haryana cadre IAS officer.

He has held various key positions, including working as sports secretary. He was special secretary in the health ministry, director general of National Aids Control Organisation (NACO) and director general of Doordarshan.

He was appointed election commissioner June 30, 2006 after 35 years in the civil services. V.S. Sampath is the other election commissioner.

Quraishi will assume charge with effect from Thursday, the statement said. Quraishi, who will be heading the three-member election commission, will have less than two years till he turns 65 years.

The election commissioner demits office either when he reaches the age of 65 years or after a tenure of six years - whichever is earlier.

His immediate job will be conducting assembly elections in Bihar later this year and also polls in Tamil Nadu, West Bengal, Kerala and Assam next year

Mumbai: Concerned about ‘high inflation’, the Reserve Bank of India (RBI) on Tuesday hiked its key policy rates by 0.25% and 0.50% respectively even as it said that inflation, by the end of the fiscal, will be more than what it expected earlier.

RBI hiked the repo rate, or the rate at which it injects liquidity in the system, by 0.25% to 5.75% and reverse repo rate, or the rate at which it drains liquidity from the system, by 0.50% to 4.50% with immediate effect. All other rates remained unchanged. The deposit, credit and money supply growth projections also remained unchanged.

The bond market was a bit surprised by this move. The yield on the 10-year paper rose to 7.70% from 7.67% just before the policy announcement at 11.30 am.

According to bond dealers, the market was expecting a 0.25% rise in both policy rates.

“The tone is more hawkish, with this policy statement, the downside pace of yields will slow down,” said S. Raghavan, head of treasury at IDBI Gilts Ltd.

Raghavan expects 10-year bond yield to remain within the range of 7.62-7.72% this week.

The stance of the policy, according to RBI, is intended to contain inflation and anchor inflationary expectations, maintain an interest rate regime consistent with price, output and financial stability and actively manage liquidity to ensure that it remains broadly in balance so that excess liquidity does not dilute the effectiveness of policy rate actions, according to the policy remark by RBI governor D. Subbarao.

Subbarao justified the narrowing of the policy rate corridor by saying while there is no unique way to determine the appropriate width of the policy interest rate corridor, but it should be broad enough not to unduly incentivise market participants to place their surplus funds with the central bank or it should not be so broad that it gives scope for greater interest rate volatility to distort the policy signal.

“The challenge, therefore, is to strike the right balance.”

Indian banks that used to park more than Rs1 trilion of the surplus fund with the central bank in January, now borrows a daily average of more than Rs40,000 crore from RBI due to a liquidity crunch caused by advanced tax outflow and payments towards telecommunication licenses.

“The success of the policy depends on how banks responds to sector specific rate adjustments,” said Rupa Rege Nitsure, chief economist at public sector lender Bank of Baroda.

“I expect lending rates to go up but banks should make sure they adjust the spread in such a way that cost of borrowing rises in sectors that are showing some signs of overheating at the same time, genuine credit needy sectors like SMEs, labour-intensive, export-oriented sector continue to get cheap credit,” said Nitsure.

Bankers were not available for comments by the time of filing this story.

In the first quarter policy statement, the RBI governor said the economy is expected to grow at 8.5% in 2010-11 against the previous expectation of 8% and said he expected headline inflation to rise to 6% from 5.5% for the same period.

“The dominant concern that has shaped the monetary policy stance in this review is high inflation,” Subbarao said in his first quarter policy statement.

“… with growth taking firm hold, the balance of policy stance has to shift decisively to containing inflation and anchoring inflationary expectations,” he said.

“Inflationary pressures have exacerbated and become generalized, with demand-side pressures clearly evident.

“Inflationary expectations also remain at an elevated level. Given the spread and persistence of inflation, demand-side inflationary pressures need to be contained.”

In sync with other global central banks, from now onwards, RBI will be conducting mid-quarter policy reviews, that is review every one-and-a half month after each quarterly review.

“As per schedule, mid-quarter reviews will be in June, September, December and March. They will be by way of a press release, which will provide a rationale for either action or maintenance of the status quo,” Subbarao said.

In the policy statement, the governor said that the recovery has consolidated and is becoming increasingly broad-based and there are some concerns about capacity constraints being reached over a wide range of sectors. Monsoon so far, too, has been “significantly better than during last year.”

The double-digit growth in the index of industrial production, or IIP, continued during the current financial year with April and May recording a year-on-year growth of 14% with as many as fifteen out of the seventeen industry groups showing positive growth.

However, the current inflation scenario remains “worrisome”. While the wholesale price based index has been in double digits since February 2010, inflation, as measured by year-on-year variation in WPI, rose to 10.6% in June from 10.2% a month ago and a revised estimate for March and April pegs the inflation at 11% and 11.2% respectively.

RBI said deregulation in prices of petroleum is welcome for the long run but will have an inflationary impact in the short term. If the global crude oil prices remain stable, the immediate impact on inflation will be about 1% “with second round effects coming through in the months ahead.”

RBI pointed out that a potential slowdown in capital inflows is a significant risk as India’s rapid recovery has resulted in a widening of the current account deficit, as imports have grown faster than exports, in this scenario, if there is a slowdown in capital flow, “apart from narrowing the comfortable buffer between the current account deficit and net capital inflows, this may constrain domestic investment, which is critical to achieving and sustaining high growth rates.”

Describing Sri Jayendra Saraswati, the Shankaracharya of Kanchi, as a “great son of the soil”, former Lok Sabha Speaker Somnath Chatterjee today asked him to guide the country towards the “right path”.

“His holiness is among the greatest sons of India. He has spent his entire life for the sake of humanity. I appeal to him to guide the country so that people are on the right path,” Chatterjee said while accepting the Sri Chandrasekharandra Saraswati National Eminence Award.

Saying the country was “losing direction”, Chatterjee, who was expelled from the CPI(M) last year added, “I often wonder where the country is going. Even after 60 years of Independence we hear of farmers’ suicides. This is a national shame.”

Chatterjee, who received Rs 2.50 lakh as part of the award, said he would utilise it to set up a girl’s college in his former constituency Bolpur

When the Shankaracharya and Imams meet, the event should get due attention and media coverage.

Especially, when both sides join hands for the society, unlike politicians who bring Sants or Ulema for political mileage.

The Shankaracharya, Jayendra Saraswati, said that Hindus and Muslims in India have always been like Lord Rama and Laxman and the distance that came up between the communities in the last couple of decades must be bridged back again.

"The mothers of Ram and Laxman were different [Kaushalya and Sumitra], yet the love among Dashrath's sons was unparalleled while Bali and Sugriv were born to the same mother but were enemies", he said referring to Hindu epic Ramayana.

Muftis, Qazis and other Ulema honoured Shankaracharya. Imam Organisation office-bearers said that all issues can be sorted out if religious leaders and community members come together for discussion rather than letting politicians take charge. Sanskrit mantras were chanted along with echos of Allah-O-Akbar in the same function.

All this may be dismissed as rhetoric but the truth is that the mainstream Hindu leaders like Shankaracharyas never got swayed by the right-wing political movements including the Hindutva wave. Else the frenzy created in the 80s-90s may have acquired another level.

It is to their credit, just like some of the major Islamic seminaries who remained calm during the movement. The speakers urged the gathering to revive the ganga-jumni culture and celebrate each others' festivals. The era when Hindus made tazias and Muslims helped in making the Dol, should be recreated.

One of the Shankaracharya's trust in Ayodhya is working for the benefit of Muslims also. He announced that another trust would be soon established to help unemployed Muslim youths through vocational training and assistance for entrepreneurship.

Even cynics must accept that such events do send a message to members of both communities. Jayendra Saraswati is the head of Kanchi Kamakoti Peetham in Tamil Nadu. The event was organised to mark his 75th birthday.

PUDUCHERRY: Hearing in the Sankararaman murder case, in which Kanchi seer Jayendra Saraswathi and his junior Vijayendra Saraswathi are the main accused, was today adjourned to August 13.
Only five of the 24 accused were present and the absentees included the two seers when the case came up before Family court judge T Ramaswamy, who is holding Additional charge of the post of Principal District and Sessions Judge following retirement of the previous incumbent D.Krishnaraja recently.
Court sources told PTI that the bail plea of Ravi Subramanian, who was present, would be taken up on July 14.
He turned hostile during examination of witnesses on January 21 this year contradicting his statements made before the court in Chengalpattu and before police.
The prosecution had moved a petition seeking to declare Ravi Subramanian, an approver and the only witness who was declared hostile, as one of the accused in the case.
Sankararaman, manager of Varadarajaperumal temple in Kancheepuram, was allegedly murdered on the premises of the temple on September 3, 2004. The two seers have been charged with criminal conspiracy and murder.
So far 95 witnesses have been examined since commencement of the trial here after the Supreme Court shifted the case from Chengalpattu district court on a petition filed by Jayendra Saraswathi in October 2005. Fifty-two witnesses have turned hostile.

14th Jul, 2010: Senior Congress leader and MLA Shankar Rao on Tuesday challenged Jagan to resign from his seat and contest again without invoking the Congress party's name or the Nehru-Gandhi family's name.

Talking to media persons, the senior MLA said that not only Jagan, but also all the Congress leaders in the country won because of their affiliation to the Congress party. He said that he was willing to resign from his seat if Jagan wins without the backing of the party.

Shankar Rao also raised the issue of the involvement in illegal mining activities by the YSR family members.

He alleged that the son-in-law of former chief minister late Y S Rajasekhara Reddy, Brother Anil, was earning hundreds of crores of rupees from illegal mining activities in Telangana region.

Shankar Rao said that he will soon present proof of Brother Anil's involvement.

Brother Anil is the owner of Rakshana Steels Limited, a company which gained rights to mine for ore in Telangana.

With just hours left for polling in the 12 Assembly segments in the Telangana region, the Telangana Rastra Samiti (TRS) is desperately trying to increase its poll percentage.
Past experience has shown that only a high poll percentage can boost the chances of the TRS. Any drop in the voter turnout will be disastrous for the party that has literally forced this byelection.

Thousands of vehicles have been reserved in Korutla, Dharmapuri, Sircilla and Vemulawada constituencies to ferry people to polling booths. But with the agricultural season at its busiest, farm workers are not willing to lose a day’s wage, which amounts to Rs 200 per day now given the acute shortage of labour.

“The TRS has already made it clear that it will not pay for the votes. How can we miss our work waiting in queues to vote?” asks Mr Narsimhulu, a farm labour in Sircilla.

Moreover, with the return of the ballot paper, polling in the five Assembly constituencies will take up a lot of time. There are more than

64 candidates in the fray and the polling agent for each candidate has to be satisfied that each voter is genuine. In the last elections, Huzurabad recorded a polling percentage of 71.34, followed by 66.96 per cent in Korutla, 65.90 per cent in Vemulawada, 65.71 per cent in Dharmapuri, and 64.49 per cent in Sircilla.
The TRS candidates won in all five segments. The polling percentage was only 39.8 in Nizamabad Urban from where the BJP candidate won.

The Congress and Telugu Desam too have a strong voter base in the region with nearly 30 per cent of the traditional vote bank.

Meanwhile, the district superintendent of police, Mr N. Sivasankar Reddy, has announced that the police will take stern action against political parties that transport voters.

Bypolls to 12 seats in Telangana will be held from 8 am today. No party has complained about the cash gifts since they don't want to displease voters.

: Throwing all rule to the winds and subverting the model code of conduct, a prominent political party distributed copious amounts of cash among poor voters to ‘buy’ their mandate in the bypolls scheduled for Tuesday.
Slum-dwellers who came home after their day’s work were thrilled to find a Rs 1,000 note attached to the voter slips dropped through their doors and windows.

The constituency is witnessing a prestigious battle between the APCC president, Mr D. Srinivas, the BJP's Mr E. Lakshminarayana and the Telugu Desam candidate, Mr Narsa Reddy.
Interestingly, none of the political parties have bothered to complain about the cash gifts given by their rivals since they don't want to earn the ire of povertystricken voters who are happy at the windfall.

Not only that, heavy betting worth lakhs of rupees is also on among bookies on who will be the winner, with most plumping in favour of Mr Srinivas.
Betting is also on in Mancherial and Sirpur constituencies.

The `free cash gift' is the animated topic of discussion in every locality, roadside tea stalls, hotels and offices on election eve.

Some poor families have used the cash to clear their petty debts while others made essential purchases.
Free liquor has also reached most `eligible' voters.

"They have distributed Rs 1,000 per household along with voters slip," said Mr Ramulu, a labourer with family of six, while talking to this correspondent. Distribution of cash and liquor is unabated despite `strict' police supervision in the entire town. In fact, there have even been complaints about `bias' in the distribution of cash with some `beneficiaries' saying that it was not fair to give Rs 1,000 to a family of two as well as a family of six.

It is learnt that leaders had also paid each self-help group Rs 6,000 to Rs 9,000 depending on their strength. Some political leaders have gifted amounts ranging up to Rs 5 lakh to caste organisations in the run up to the bypolls.

In some areas, SHGs got up to Rs 20,000. Mr Sattaiah, who lives in a weaker section colony, was heard complaining to a party leader that 150 households had been missed in cash distribution. “They are our pucca voters and we will lose them if you don’t provide cash,” he said openly.

The cash distribution has been done carefully through trusted local leaders and family members.

Different brands of liquor were sent to caste organisations, youth clubs and trade unions.

“Our youth club got Rs 20,000 from a candidate,” said Mr Narasimlu of Ambedkar Colony. “We distributed the amount to all the members proportionately.” Those members of the youth club who took part in the campaign got Rs 200 per day, apart from biriyani and beer.

Ms Sulochana, a housewife of Kotagally, said, “Such bypolls will give us some relief from financial difficulties... But money will not have any impact on our vote. We will vote as we wish.”

Bal Gangadhar Tilak

Bal Gangadhar Tilak Born as (Keshav Gangadhar Tilak) 23 July 1856–1 August 1920 (aged 64), was an Indian nationalist, teacher, social reformer and independence fighter who was the first popular leader of the Indian Independence Movement. The British colonial authorities infamously and derogatorily called the great leader as "Father of the Indian unrest". He was also conferred upon the honorary title of Lokmanya, which literally means "Accepted by the people (as their leader)". Tilak was one of the first and strongest advocates of "Swaraj" (self-rule) in Indian consciousness. His famous quote  "Swaraj is my birthright, and I shall have it !" is well-remembered in India even today.

Maha singer makes all forget Babli

Nizamabad, July 25: Music knows no boundaries, and this was recently reaffirmed when a young Maharashtrian singer, Laxmi, and her troupe, enthralled the Nizamabad voters with her lilting songs.
Even though Maharashtra and Andhra Pradesh are fighting over the Babli project, Laxmi and her troupe from Parbhani in Maharashtra made the youth at a Congress election rally at Shradhanand Gunj dance to her racy numbers with a mix of both Hindi and Marathi songs; a large Marathi-speaking populace resides in this area.
The Congress hired the troupe for the election rally of the APCC president, Mr D. Srinivas. “We hail from Parbhani in Maharashtra and have been campaigning in Nizamabad for the past 10 days, and the response is good,” said Laxmi.
Dressed in a typical Maharashtrian sari with ghungroos like the ones worn by the Telangana folk singers, the troupe played on the T-sentiment with perfection.
Laxmi even created a song in praise of Mr Srinivas with both Marathi and Hindi lyrics. It went something like, “Netha pyra hai, sab ka hamara hai. Srinivas la vote dala (the leader is lovely and belongs to all of us; vote for Srinivas).” In addition to the performers, the presence of actor Srihari lit up the environs even more.
Several parties are hiring entertainers to help their campaigns. This is perhaps the first time that the Congress, the TD, the BJP and the TRS have utilised their services to keep the audiences in good humour.
In fact, the TRS hired folk singers to sing songs in praise of Telangana and her martyrs. It even lead a Telangana Bonalu procession under the leadership of Ms Kavita from Telangana Jagruthi.
However, except the Congress, no other party roped in actors for campaigning. But, the actor/comedian, Babu Mohan, is contesting the elections from Siddipet.
While the TRS organised huge public meetings in all the constituencies and conducted padayatras, the Congress and the TD preferred to focus on door-to-door campaigns, rallies and padayatras.

I live in India and I am a proud firearm owner -- but I am the exception not the norm, an odd situation in a country with a proud martial heritage and a long history of firearm innovation. This is not because the people of India are averse to gun ownership, but instead due to Draconian anti-gun legislation going back to colonial times.

To trace the roots of India's anti-gun legislation we need to step back to the latter half of the 19th century. The British had recently fought off a major Indian rebellion (the mutiny of 1857) and were busy putting in place measures to ensure that the events of 1857 were never repeated. These measures included a major restructuring of administration and the colonial British Indian Army along with improvements in communications and transportation. Meanwhile the Indian masses were systematically being disarmed and the means of local firearm production destroyed, to ensure that they (the Indian masses) would never again have the means to rise in rebellion against their colonial masters. Towards this end the colonial government, under Lord Lytton as Viceroy (1874 -1880), brought into existence the Indian Arms Act, 1878 (11 of 1878); an act which, exempted Europeans and ensured that no Indian could possess a weapon of any description unless the British masters considered him a "loyal" subject of the British Empire.

An example of British thinking in colonial times:

"No kingdom can be secured otherwise than by arming the people. The possession of arms is the distinction between a freeman and a slave. He, who has nothing, and who himself belongs to another, must be defended by him, whose property he is, and needs no arms. But he, who thinks he is his own master, and has what he can call his own, ought to have arms to defend himself, and what he possesses; else he lives precariously, and at discretion." --James Burgh (Political Disquisitions: Or, an Enquiry into Public Errors, Defects, and Abuses) [London, 1774-1775]

And thoughts (on this subject) of the man who wanted to rule the world:

"The most foolish mistake we could possibly make would be to allow the subject races to possess arms. History shows that all conquerors who have allowed the subject races to carry arms have prepared their own downfall by so doing. Indeed, I would go so far as to say that the supply of arms to the underdogs is a sine qua non for the overthrow of any sovereignty." -- Adolf Hitler (H.R. Trevor-Roper, Hitler's Table Talks 1941-1944)

The leaders of our freedom struggle recognised this, even Gandhi the foremost practitioner of passive resistance and non-violence had this to say about the British policy of gun-control in India:

"Among the many misdeeds of the British rule in India, history will look upon the Act depriving a whole nation of arms, as the blackest." -- Mahatma Gandhi (An Autobiography OR The story of my experiments with truth, by M.K. Gandhi, p.238)
Post Independence

India became independent in 1947, but it still took 12 years before this act was finally repealed. In 1959 the British era Indian Arms Act, 1878 (11 of 1878.) was finally consigned to history and a new act, the Arms Act, 1959 was enacted. This was later supplemented by the Arms Rules, 1962. Unfortunately this new legislation was also formulated based on the Indian Government's innate distrust its own citizens. Though somewhat better than the British act, this legislation gave vast arbitrary powers to the "Licensing Authorities", in effect ensuring that it is often difficult and sometimes impossible for an ordinary law abiding Indian citizen to procure an arms license.

Also the policy of throttling private arms manufacturing was continued even after independence. Limits on the quantity and type of arms that could be produced by private manufacturers were placed -- ensuring that the industry could never hope to be globally competitive and was instead consigned to producing cheap shotguns, of mostly indifferent quality, in small quantities. A citizen wishing to purchase a decent firearm depended solely on imports, which were a bit more expensive but vastly superior in quality.
More Recently

This changed towards the mid to late 1980s, when the Government, citing domestic insurgency as the reason, put a complete stop to all small arms imports. The fact that there is no documented evidence of any terrorists ever having used licensed weapons to commit an act of terror on Indian soil seems to be of no consequence to our Government. The prices of (legal & licensed) imported weapons have been on an upward spiral ever since -- beating the share market and gold in terms of pure return on investment. Even the shoddy domestically produced guns suddenly seem to have found a market. Also since the Government now had a near monopoly on (even half-way decent) arms & ammunition for the civilian market, they started turning the screws by pricing their crude public sector products (ammunition, rifles, shotguns & small quantities of handguns) at ridiculously high rates -- products that frankly, given a choice no one would ever purchase.

Why Citizens Need to be Armed

Curtailing gun ownership, to curb violent crime, through denying licenses or making legal arms & ammunition ridiculously expensive is based on flawed reasoning. The fact is that licensed firearms are found to be used in a statistically insignificant number of violent crimes, motorcycles & cars are far more dangerous. The certainty that a potential victim is unarmed is an encouragement to armed criminals. Less guns, more crime. Most violent crimes involving firearms are committed using untraceable illegal guns. Terrorists or the mafia are not going to be deterred by gun-control laws, they will be willing and able to procure arms of their choice and use them to commit crimes irrespective of any laws. Ironically in India it is cheaper (by several times) to buy the same gun in the black market than it is to buy it legally!

It is, of course, no coincidence that the right to have guns is one of the earlier freedoms outlined in U.S.A.'s Bill of Rights. Without guns in the hands of the people, all the other freedoms are easily negated by the State. If you disagree with that statement, ask yourself if the Nazis could have gassed millions of Jews, had the Jews been armed with rifles and pistols -- there weren't enough SS troops to do the job. Lest we forget, in the Warsaw Ghetto Uprising of 1944, a couple of hundred Jews armed with rifles and homemade explosive devices held off two fully-equipped German divisions (actually about 8,000 men) for nearly two months.

Closer home take the case of the Godhra carnage and the anti-Sikh riots of 1984. Would wanton mobs have slaughtered so many innocent people with such disregard to consequences if their potential victims had been armed and ready to defend themselves? A serious consideration should be given to an armed civilian population as a solution to religious and racial riots as well as other crimes. Since all criminals are instinctively driven by self-preservation allowing legal ownership of firearms by law abiding citizens would act as a serious deterrent. This will make sure that if the Govt. fails to do its duty to protect the life and liberty of its citizens (as it has so often done in India's recent past), citizens will be able to protect themselves. I'll take some potential objections and try to answer them:
Arguments & Counter-Arguments

Q1. Won't legal owners of arms use the firearms to kill and murder others?
Ans. When a man holds a rifle, he becomes almost godlike: suddenly, he has the ability to deal death and injury to another over a considerable distance -- to send, as it were, a thunderbolt of Zeus. For some men, unquestionably, this power is going to be abused, just as some men will always drive a fast car at reckless speeds. For the vast majority of men, however, this power produces precisely the opposite effect: they are humbled by the power they hold, and they become more responsible in its use. That is why, in a nation like the United States with well over seventy million gun owners, only a tiny fraction, less than half a tenth of one percent, use a gun to commit a crime each year. Also since the firearms would be registered with the Govt. along with the owners address, the type of the firearm, its serial number etc. Those (the criminals) who want to commit crimes will not and DO NOT bother to purchase firearms legally and register them. They can and do buy them from the black market (at a fraction of the cost of a legal firearm, I might add). Legal ownership will allow law abiding citizens to protect their and others life and property.

Q2. Won't there be a free for all during riots?
Ans. By definition riots ARE free for all. However, very few people will participate in riots knowing that a large number of law abiding citizens own firearms in the area. This will actually prevent riots. Riots are mostly started by miscreants (unscrupulous politicians?) who want to benefit from the chaos of riots. However, the risk (loss of life or limb) for the miscreant in starting and/ or participating in such riots, when a large number of the general civilian population owns legal firearms, is significant. Therefore in most cases miscreants will not dare to start riots in the first place.

Q3.What about domestic violence and firearms?
Ans. Domestic violence has nothing to do with firearm ownership. Firearms are merely a tool -- not the cause of violence, to quote a famous NRA slogan "Guns don't kill people, people kill people". Women in India face domestic violence even today with very limited legal gun ownership. If anything, legal firearms in the hands of women might help even the odds -- by removing the physical weakness of women from the equation.

Q4. What about accidents?
Ans. More people in India get killed in automobile accidents than firearm accidents. In countries where gun ownership rates are high like the United States (which has a firearm to population ratio of approx 96:100, i.e., almost 1 firearm for every man woman & child), Switzerland, New Zealand etc. several times more people die in road accidents than from firearm accidents. Firearm accidents can be further minimised by making a gun-safety course mandatory before a permit is issued -- so long as this is not used as another excuse to delay or deny permits.

Q5. What about firearm assisted suicides?
Ans. A suicidal person has many different available ways to end his/ her life. Firearms are just another means for him/ her. Statistically suicide rates have little correlation with firearm ownership patterns. Many countries with strict anti-gun legislation have high suicide rates and vice versa.

Q6. Are there any working systems and what are the results?
Ans. Yes, for example in U.S.A., Switzerland, New Zealand. One must note here that different states in US have different degrees of gun ownership and firearm restrictions. Interestingly the states with more restrictions on gun ownerships have a higher crime rate than those that are less restrictive.

I do not condone violence or a violent solution to problems, but there can be no justification for not letting people be prepared to defend their own and their families' lives and property. When one is surrounded by mobs bent on setting you on fire and the like, in a country where policing is non-existent, owning firearms by people will have a great deterrent effect on mobs. Of course, if I could sue the police for not giving me complete protection, then I might feel differently (but don't count on it). But by law the State cannot be at fault for not protecting its citizens -- so if the cops take 25 minutes (or several hours) to respond to your call, and in those 25 minutes a criminal kicks open your door, shoots you and your wife, rapes your 11-year-old daughter, and beats your baby to death, that's just tough luck. What about incidents like 1984 and Godhra, where the local administration and police wilfully neglected their duty to protect the citizens of this country?

As the Indian Law stands today a citizen of this country cannot even own a stick without inviting a penalty of 7 years in prison. We live in a country where we have still not cast off the yoke of antiquated laws made by our colonial masters to keep us oppressed and at the mercy of the government, notwithstanding the lofty vision of the first page of our constitution.

Harping on the few who unfortunately misuse firearms unfairly ignores those millions of us spread all over the world who own and use them responsibly. Dreaming romantically about a world where everything has been made perfectly safe "for the children" is just that, dreaming. I've tried visualising world peace until I'm about ready to have an out of body experience, but as soon as I open my eyes, they're bombing civilians in the North East or gunning down innocents in Kashmir. Welcome to the real world.

Give scholarship to all students

July 20, 2010: Bharatiya Janata Party (BJP) spokesperson Nirmala Seetharaman has said the education scholarship given to students of minority communities should be extended to deserving students from all communities.

Speaking to journalists, she said Tamil Nadu, which is the State of Kamaraj, who ensured universal free education, could not follow such a discriminatory policy (of providing scholarships to students from minority communities alone).
It is to be noted that the BJP has organised an agitation against the education policy of the State government “discriminating” other students including Hindu Dalits.

Having a love for ones own language and culture is one thing, but to establish an organisation that not only conducts literary and cultural programmes but even manages to work across continents in a record breaking manner is something else - that requires a rare passion and leadership ability - attributes that Anand Kuchibhotla has in plenty.

Anand Kuchibhotla’s passion for Telugu culture led him to establish Silicon Andhra (SA), an organisation to promote and perpetuate Telugu culture the Silicon Valley (Bay area) at Cupertino, California, USA in 2001. Ever since, it has remained a non-profit, non-political, non-religious cultural and community organisation that serves the Telugu community through cultural and charity work. Though set up to represent the aspirations of the US-based Telugus, it has since effectively united Telugus across the world, even in Andhra Pradesh. Kuchibhotla has a simple explanation for SA’s success: “I may be the founder chairman of Silicon Andhra, but our programmes appeal worldwide only because of the greatness of Telugu language. All Telugus love their culture, but that dormant love needs to be reawakened, either with a tap on the shoulder or a thump on the back.” Certainly the Machilipatnam-born Kuchibhotla has done more than tap into that love. Convinced that attire and language best signify culture, Kuchibhotla has laid down some ground rules for SA. In a marked departure from organisations which rely heavily on film-based programmes, SA events are rich in tradition, geared towards perpetuating Telugu culture (samskriti), literature (sahityam) and tradition (sampradayam). All its participants must be attired in traditional Indian clothes for the events. “At one SA programme, even the Mayor of Cupertino, an American lady, was made to wear a sari,” says Kuchibhotla. He has set a high benchmark for SA with its very first programme the uniquely Telugu literary feat of ‘Ashtavadhanam’.

Kuchibhotla evidently has big dreams. Not content with organising over 20 cultural and community evens till date, along with several charity programs within the community, SA went on to score a hat trick of Guinness World Records in less than 24 months. The first International Kuchipudi Dance Convention (2008) in Cupertino brought together 328 dancers spanning five generations of Kuchipudi dancers from various nations, setting a Guinness world record for the largest Kuchipudi dance performance. Then the Laksha Gala Sankeertanarchana event (2009) where 1.6 lakh people sang Annamacharya kirtans in Hyderabad, set a record for the largest group singing event. Again in May 2010, SA organised Akhanda Sahasra Sankeertanarchana where Annamacharya songs were rendered non-stop for 101 hours at Vijayawada, on the eve of the 602nd Annamayya Jayanti celebrations a record for non-stop singing. Silicon Andhra intends to better the previous Kuchipudi record with a convention in Hyderabad later this year.

Kuchibhotla has also started an online music platform, muzigle.com to showcase Indian music talent to the world. “There are lotsof talented musicians and singers in India who do not get a platform, and I hope to provide that online,” explains this former Yahoo manager, who also gives management tips to college students. Kuchibhotla currently shuttles between Hyderabad where the convention is being planned and Cupertino where his wife, son and daughter reside.

Hyderabad, June 27: The Hyderabad Metropolitan Development Authority (HMDA), which was an elite brand name in the national real estate sector until just a few years ago, is now struggling to sell even small plots in and around Hyderabad.
To boost sales and attract prospective buyers, the HMDA is now offering people who buy plots bank loans, that too, at a lower rate of interest than the prevailing rate of interest being offered by other banks.
The HMDA has tied up with HUDCO, which will provide loans at an eight per cent interest rate.
The loan can be obtained either for purchase of land or for the construction of a house on the land. As many as 229 plots of various sizes, ranging between 250 sq yards and 2,000 sq yards will be put up for auction through e-bidding on July 12. Plots are available at Asifnagar, Miyapur, Mushk Mahal near Attapur, Nallagandla, Nandagiri Hills, Ramachandrapuram and Tellapur; the last date for submission of tenders is July 9.
The finance advisor of the HMDA, Mr G.K. Rao, said that the rate of interest from HUDCO will be at eight per cent for the first three years and thereafter; it will be on a floating basis. This is on lower side as other banks like even the SBI are offering home loans at over eight per cent for only first one year, after which it is on a floating basis. “It’s like a double bonanza to the prospective buyers with lower interest rate on one side and a clear title of land on the other,” said Mr Rao.
He also said that even the offset prices have been brought down as per the market value. However, builders and those wanting to buy smaller plots disagree with the HMDA. They said that the offset price, which is Rs 10,000 per sq yard for a majority of the plots, is expensive.

HYDERABAD: Green activists will certainly plump for the new draft master plan. Nearly 50 per cent of land in the extended area of Hyderabad Metropolitan Development Authority (HMDA) can't be used for any development. In other words, it cannot be exploited for residential, industrial or entertainment purpose.

Catchment areas of Himayatsagar and Osmansagar lakes, and parcels of land in defence localities will also fall under this conservative zone.

Of 4848.40 square kilometres open area, 2314.05 sq kilometres can't be developed as it has water bodies, defence land and mangroves. No construction will be permitted within a buffer of 30 metres surrounding the water bodies as per the government orders. A GO, no 111, was issued in this regard by the municipal administration and urban development (MA&UD) department 10 years ago banning development in the bio-conservation zone, especially in catchment areas of both Himayatsagar and Osmansagar lakes. Similar is the case with defence zone for security reasons. Over 100 villages will fall under this restricted zone.

Another 12 per cent area is underdeveloped. The rest 40 per cent of the vacant land can be used for development. The HMDA has prepared a draft master plan for an extended area of total 4,920 square kms.

The state government had merged some areas in surrounding four districts--Ranga Reddy, Mahbubnagar, Medak and Nalgonda-- into the erstwhile Hyderabad Urban Development Authority (Huda) to form Hyderabad Metropolitan Development Authority in 2008. For example, while Chevella, Shabad and Kandukur mandals of R R district were brought under HMDA, a part of Shankerpally, Shamshabad, Maheshwaram, Ibrahimpatnam, Medchal and Shamirpet mandals were merged in the HMDA.

Of the total available open land for contiguous development, which is 834 sq kms, 42 per cent of land has been earmarked for residential usage, five per cent for commercial, 11 per cent for manufacturing, 13 per cent for public-semi public, 12 per cent for open space zone/recreation and 16 per cent for transport and communication.

Giving top priority to transport, the officials have proposed a 45-metre width peripheral ring road in the extended areas to connect the contiguous urban pockets. As national highways pass through the extended HMDA, proposals have been made to have bus rapid transport system.

With railways asking for land, several locations have been identified for new passenger terminals, including Shamshabad, Medchal, near Hi-Tec City railway station and Moula Ali station. Each of these terminals would have around 300 acres of land.

In addition, the land has also been earmarked for cargo terminals at Timmapur between Nadergul and Vikarabad, and between Bibinagar and Bhongir.

HYDERABAD: A case was booked against former cricketer Shivalal Yadav, who is also vice-president of Hyderabad Cricket Association (HCA), by the Central Crime Station police on Friday.

CCS police said the case under section 420 (cheating) and other sections has been booked by the police on the alleged irregularities in the association. The Hyderabad District Cricket Association reportedly made several allegations against HCA and even approached court against HCA. Shivlal Yadav was secretary of HCA when the alleged irregularities took place.

On Thursday, the state government had ordered a departmental inquiry into allegations that funds meant for construction of Rajiv Gandhi International Stadium at Uppal were misappropriated by the HCA.

HYDERABAD: The much-hyped Bus Rapid Transit System (BRTS) from Rethibowli to JNTU Kukatpally is in doldrums with the Greater Hyderabad Municipal Corporation (GHMC) unable to raise funds for the proposed project. As a result, the corporation has put formation of the special purpose vehicle (SPV) for BRTS on hold.

The 18-km stretch, one of the busiest routes in the city, from Rethibowli-Hi-Tec City-JNTU at Kukatpally was chosen for BRTS as there is scope for widening and development of the road.

The Unified Metropolitan Traffic Authority (UMTA) had last year decided to tap about Rs 180 crore under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) to take up BRTS. However, the Union government kept the project pending as Andhra Pradesh had utilised Rs 2,475 crore more than the allocated funds. Another 38 projects, worth about Rs 3,392 crore, are still pending with the government.

With no signs of fresh sanctions to the state, the UMTA and GHMC are planning to take a soft loan from Japan International Cooperation Agency (JICA). The Hyderabad Metropolitan Development Authority (HMDA) has already taken loan for the Outer Ring Road (ORR) phase II and the Hussainsagar cleaning programme.

The state government is under pressure to take up the project as it assured the Bhure Lal Committee on Action Plan for Improvement of Air Quality in Hyderabad. The GHMC assured the committee at the recently held meeting that SPV for BRTS would be formed as soon as possible.

"The proposals for formation of SPV are being prepared and sent to the state government for approval. The GHMC commissioner will be chairman of the SPV and one of the executive directors of APSRTC will act as managing director of the proposed SPV," a senior GHMC official told TOI.

Officials see no purpose in forming an SPV unless the state government gets funds for BRTS. BRTS for the city was proposed three years ago. Feasibility studies were conducted on major routes like Uppal-Mehdipatnam, Uppal-Aramghar and other areas. Finally, it was decided to have BRTS on Rethibowli-Kukatpally stretch.

Last year, Canadian International Development Agency (CIDA) had completed a feasibility study and submitted a report, including environmental and social assessment study and preliminary designs.

It was decided that while GHMC would provide infrastructure facilities for BRTS like road widening, APSRTC would provide buses and operate them on the this route.

Hyderabad, July 23: Police on Friday arrested a 22-year-old autorickshaw driver for molesting a five-year-old schoolgirl giving another jolt to parents shocked by the revelations about the Parkwood International School director sexually abusing girl students.
Police said the driver, M. Anwar, of Khadri Chaman, used to fondle the private parts of the UKG student while dropping her home from school. The girl, who stays in Bibi Ka Chasma, is the daughter of a salesman in a cloth store located in Falaknuma and studies in a private school.
Her parents on July 9 hired an autorickshaw to take her to school and back. In the last two days, the girl refused to go to school in the autorickshaw and complained of severe pain in her private parts.
On Thursday her father took her to a private clinic where the doctor noticed rashes on her private parts and informed him about it.
“When he asked the girl about it she said that the Anwar used to fondle her,” said the Falaknuma police inspector, Mr S. Mohan Reddy. “As her residence was the last stop Anwar took advantage and abused her.”
Police arrested the driver and registered a case of rape against him. Investigation is on.
“The police should take an initiative to monitor the conduct of the autorickshaw drivers,” said Mr B. Srinivas, resident of Malkajgiri. “Proper training should be given to the drivers and every six months they should go to police and get a clearance certificate.”
Mr Srinivas added that parents should also verify the antecedents of autorickshaw drivers before hiring them. “The school management should maintain data of the auto drivers,” he said.
A senior police officer said that more than 68,500 autorickshaws plying on the road and there was no monitoring of drivers. “The autorickshaw owners keep changing the drivers from time to time and more than half of the drivers do not have licenses,” he said.
He added that the driver should carry a board with his photo, licence, address and a phone number so that the passengers can make a note of it if needed.
“Many schools don’t have transport facility and parents are forced to arrange private vehicles for their children,” said Mohammad Mastan, a private employee from Saidabad. “Stern action should be taken by the police against the accused in such cases.”
Meanwhile, the Andhra Pradesh Autorickshaw Drivers Samakhya general secretary, Mr A Sathi Reddy, condemned the “heinous” crime and said stringent action will be taken against any kind of offenders as the union guidelines specify that service to humanity is service to God.

He had an low-key tournament, finishing sixth in the men’s Air Rifle shooting event at the Belgrade World Cup in Serbia recently but ace shooter Gagan Narang wants to shrug it off as he gears up for the 10-day-long World Championships that commence in Munich from July 31.
But that will not be easy. The World No.2 in the 10m Air Rifle category faced some issues with the customs during the import of a spare .177 rifle as his rifle had broken. “Gagan was definitely disturbed because of all the developments taking place back home while he was trying to give his best shot at Belgrade,” informs his father B.S. Narang in a chat with this newspaper.
By his own admission, Gagan said that these issues do prove to be a hindrance during or before a big event such as the World Championships. “The Worlds is a premier event and any athlete taking part in it needs to be in his/her best shape or else he/she may not be able to perform to the potential,” says Gagan.
Gagan points out that the customs officials wanted to see the import licence for the .177 rifle when the government ruling states that .177 rifles can be imported for free. Gagan’s father mentions that his son may have been troubled by the incidents at home. “Shooting is a mental sport and any issue can take away your concentration on that particular day and you may lose focus,” he says. Gagan shot 101.1 in the final, for a total of 698.1, placing the ace shooter 2.3 points away from bagging a bronze at the event.
But, if you thought these issues will hinder his concentration at the upcoming event at Munich, then you are mistaken. “Gagan will need to pull his socks up and I am sure he will do a great job at Munich,” his father states.
On his part, Gagan sounds optimistic. “At the end of the day, I am expected to keep India’s flag flying high and I would definitely give my best at Munich. I was disturbed initially due to the issues back home but now I feel better and will hopefully come back with a medal,” Gagan says. NEW DELHI: Disgraced former BJP chief Bangaru Laxman, who was caught on camera accepting a bribe, has made a comeback in the party's new team as election in-charge of Tamil Nadu while Varun Gandhi has been appointed in the same capacity for Assam. Vasundhara Raje will take charge of Haryana and former party chief M Venkaiah Naidu has been given charge of the important states of Delhi and Maharashtra.

The much-awaited list of BJP in-charges of states and party cells was declared on Friday, seven months after Nitin Gadkari took over as party chief.

While Ananth Kumar, who was appointed general secretary in-charge of Bihar earlier, has been given additional charge of Madhya Pradesh, Gadkari has not appointed any election in-charge for Uttar Pradesh which goes to polls in 2012. Being a big state, UP has got Narendra Singh Tomar as its in-charge and will have Karun Shukla and Radha Mohan Singh to assist him.

Laxman, who was in oblivion since he was caught on camera accepting cash in a sting operation, was given charge of Tamil Nadu to send across a message that BJP is wooing dalit voters as part of Gadkari's strategy to increase BJP's vote share by 10%, party sources said.

Former Uttarakhand chief minister B C Khanduri has been made overall in-charge of Tamil Nadu.

Varun Gandhi's appointment as election in-charge of Assam, which goes to polls next year and where the party's stakes are high, indicates an elevation in terms of importance within the party.

Another ex-Uttarakhand CM Bhagat Singh Koshiyari will be election in-charge of Jharkhand where the party feels polls may be held any time due to political instability.

However, many were surprised at the appointment of party vice-president Vinay Katiyar as poll in-charge for West Bengal. Interestingly, the overall charge of the state has been given to Rajya Sabha member Chandan Mitra. Polls are due in the state next year.

Yashwant Sinha (Punjab), Shanta Kumar (Karnataka), Balbir Punj (Gujarat), Narendra Singh Tomar (UP), Jagat Prakash Nadda (Chhattisgarh), Kalraj Mishra (Himachal Pradesh), Thawarchand Gehlot (Uttarakhand), Kaptan Singh Solanki (Rajasthan), Vijay Goel (Assam), Santosh Gangwar (Orissa) and Purushottam Rupala (Andhra Pradesh) are the other state in-charges.

Najma Heptullah has been given charge of Daman & Diu, and Dadra & Nagar Haveli while Mukhtar Abbas Naqvi will continue as in-charge of the party's All India Programmes and Tours.

Party treasurer Piyush Goel will be in-charge of `Friends of BJP'.

Actor-turned politician Hema Malini will head the cultural cell, Sukhada Pandey has given the education cell and Anil Dave will head the election research and analysis cell. Prakash Javadekar will be in-charge of the economic affairs cell and Satpal Jain of the legal cell.

BJP also named in-charges for its fronts. Karuna Shukla (women's wing), Dharmendra Pradhan (youth wing), Thawarchand Gehlot (SC cell), Narendra Singh Tomar (ST cell), Satpal Malik (Kisan cell) and J K Jain (Minority Morcha) were named in these positions.

NEW DELHI: Rajaram Bojji, former managing director of Konkan Railway Corporation, who developed the anti-collision device (ACD) which might have saved 60 lives in Monday’s train crash involving Uttarbanga Express and Vananchal Express, is a bitter man today.
Bojji, in an e-mail response to a mail sent to him by Express, said his years of hard work has come to naught. “They are very wise and having given away my rights, they own the ACD and have a right to kill it along with commuters who buy tickets to travel in their trains.”
Bojji, who has established Atrilab, a research and development company in the US and Hyderabad, said, “It is very depressing and hopeless to have worked in India hoping to improve.”
And his advice to himself after having moved on: “Years of hard work proved to no avail. Learn the lesson young man. Live your life well.”
Bojji, an IIT alumnus, holds several patents in India and abroad for his inventions, which cover railway technologies, world’s first Intelligent anti-collision devices network ‘Raksha Kavach’ (already under implementation over 2500 km of route on Indian Railways), sky bus metro (concept first presented in Bologna University Italy, by him in 1989) - in all, 17 patents have been assigned by him to the Government, through Konkan Railway Corporation.
The ACD uses both radio frequency and Global Positioning System (GPS) through satellites, whereby a train is automatically brought to a halt if the track ahead is not clear. The train starts braking 3 km ahead of a blockade.
The reasons are not difficult to guess as to why Bojji is sad at the immense loss of life but also bitter at Railway bureaucracy, which has stalled the implementation of the device.
In the January 2006, the Railways announced that the anti-collision device, already installed on all Konkan Railway routes and many Northeast Frontier Railway routes, was to be extended to the entire broad gauge rail network in the country by 2013.
Again, this has found a mention in the Railway Budget presented by Mamata Banerjee and in the White Paper issued by Railway Ministry in December 2009.

NEW DELHI: How did an INTUC leader become BJP president? Or did the BJP leader carry out a stealthy acquisition. Several years ago, Nitin Gadkari, as an influential local leader, won a convincing victory at the Nagpur branch of the Congress-affiliated trade union.

The event did raise some comment, Gadkari's coup being acknowledged as pretty smart footwork. But now, after the leader took charge of a troubled BJP from Rajnath Singh some months ago, it is downright embarrassing for Congress to have Gadkari presiding over INTUC affairs in the orange city.

At an informal exchange at the TOI office on Wednesday, Gadkari revealed that he had been worried by BJP's falling support in various parts of eastern Maharashtra, Nagpur included. He floated a workers' initiative and began to approach workers who had opted for voluntary retirement schemes but were finding it hard to get their dues.

The BJP chief said he discovered that local trade union leaders were taking cuts from payments made to workers, many of whom were employed in textiles. He approached the then textiles minister in the NDA government, Kashiram Rana, and persuaded him that payments ought to be made directly to accounts of workers who had accepted VRS. This way they would evade the avaricious designs of TU bosses.

"I think I earned the goodwill of a lot of workers who were not well-off and were from different communities, including the minorities. They were relieved that they did not have to succumb to the demands. The amount involved was not small, it was Rs 8 crore," said Gadkari.

Emboldened to stand for the next INTUC election, Gadkari was supported by 22 of 33 members of the executive and soon found himself at the TU's office at Vaidyanath Chowk. It was quite an experience as he spied portraits of Congress greats Jawaharlal Nehru and Indira Gandhi on the walls instead of the more familiar pictures of Deen Dayal Upadhyaya and Shyama Prasad Mookerjee that grace BJP offices.

On to a good thing, Gadkari hasn't let go since, maintaining his grip on the INTUC post. It, perhaps, did not matter as long as he operated out of Nagpur. But after RSS backed him and he transited to the big stage, having an INTUC man as BJP president may not suit Congress very much even though the Nagpur unit may not be complaining. Neither is Gadkari.

Rural Electrification Corporation to raise $1 bn via ECB this fiscal

New Delhi: Rural Electrification Corporation (REC), the state-owned power sector lender, is planning to raise $1 billion (about Rs 4,718 crore) through external commercial borrowings (ECB) in the current financial year.

The company expects to raise $400 million (Rs1,887 crore) by the second week of August.

The fundraising target through ECB route has gone up from the previous $400 million as the company is looking to finance some solar and wind power projects.

Till date, the company has financed only one solar power project in Gujarat.

“We are looking to raise the first tranche of money by the second week of August. The mandate for fundraising has been given to Tokyo-Mitsubishi and SBI,” JM Pathak, chairman & managing director, REC, said.

The company expects to raise the five-year loan at 6-month Libor plus 175 basis points.

“We are targeting some of the big-ticket power projects being set up by the private players. Companies like Lanco, Reliance and Nagarjuna could be our customers as they are coming up with some big power projects,” Pathak said.

The company is also planning to raise about Rs3,000 crore through infra bonds. The bonds would be issued in two tranches of about Rs1,500 crore each in October and February.

The company reported a 24% increase in its net profit for the first quarter of fiscal 2011 at Rs587 crore as against Rs471 crore for the corresponding period last year.

Sir / Madam,

As you may be aware, the export and import of currency notes of Government of India and Reserve Bank of India notes (other than notes of denominations of above Rs.100 in either case) is not allowed to and from Nepal and Bhutan in terms of Notification No. FEMA 6 / RB-2000 dated 3.5.2000 issued under Foreign Exchange Management (Export and Import of Currency) Regulations, 2000 by the Reserve Bank of India. Similarly, the Indian currency notes in the denomination of Rs.1000 and Rs.500 are not permissible for exchange for banking transaction in Nepal in terms of guidelines issued by Ministry of Finance, Government of Nepal and Nepal Rashtra Bank. In fact, the current legal provisions in Nepal provide that notes of these denominations are liable for seizure and the persons carrying them are to be fined or imprisoned for upto three years.

2. Instances have come to the notice of the Board that many Indian nationals travelling to Nepal by Air or by land routes and carrying Indian currency notes of Rs.500 and Rs.1000 denomination primarily due to ignorance of the law, are not only violating the RBI regulations issued in this regard but also get entangled in legal proceedings for possession of these notes in Nepal, like criminal prosecution along with confiscation of such currency notes.

3. The matter has been examined in the Board. In order to check such illegal import / export of currency notes of denomination of above Rs.100 and to prevent harassment and avoidable legal issues, it is felt necessary to educate / sensitize the people travelling between Nepal and India through Air or land routes regarding aforementioned legal provisions. Accordingly, since the import and export of Indian currency notes of denomination of above Rs.100/- (in either case) is prohibited as per Indian law and the use of Indian currency notes of denomination of Rs.500 and Rs.1000 is also prohibited in Nepal, Board hereby desires that at prominent places at the Airports and Land Customs Stations in India from where the passengers depart, to put up a display / notice board mentioning that “Import / export of Indian currency notes of the denomination of above Rs.100 from / to Nepal is prohibited and would attract penal provisions. The use of such currency notes of the denomination of Rs.1000 and Rs.500 is also prohibited in Nepal. Therefore, these notes are liable to be seized and the persons carrying them are liable to be fined or imprisoned for upto three years in Nepal.”

4. The concerned airlines can also be requested to sensitize the passengers at the time of departure by displaying such advisory at their Check-in Counters.
